Elisabete Brigadeiro (Head of the Science and Innovation Office)

Elisabete Brigadeiro is a sociologist with a postgraduate degree in Human Ecology and is currently Head of the Science and Innovation Office. She coordinates the Oeiras Science and Technology Strategy, promoting close coordination between the municipality’s R&D and higher education institutions, with the aim of aligning public policies with EU challenges and the opportunities emerging from the Oeiras Open Science and More Citizen Science Programs.

Her professional experience covers the fields of Education, Training, Communication and Culture, crossing knowledge and practices.

Currently, her focus is on promoting innovation and participatory dynamics, with the aim of strengthening the science-community relationship and broadening the impact of citizen-science strategies on public life. Elisabete also explores new synergies between art, science and sustainable innovation, reinforcing the role of the community in building shared knowledge.

Paula Santos (Project Manager)

Paula Santos is a project manager specializing in energy, environment, and sustainable development, with solid experience in public administration. She currently works at the Science and Innovation Office of Oeiras Municipality.

Holding a degree in Environmental Management and a Master’s in Territorial Management and Sustainable Development, Paula Santos has successfully coordinated multidisciplinary technical projects focusing on energy efficiency, urban and territorial planning, and the preparation of national and European funding applications. Her work reflects a strong integration of technical expertise with innovative practices in sustainable territorial management.

Her professional track record includes active involvement in high-profile international initiatives such as the Covenant of Mayors and the ENGAGE project, enhancing transnational collaboration with municipalities and agencies across Europe.

Paula Santos is widely recognized for her ability to lead cross-sectoral teams and foster strategic partnerships that advance scientific literacy, environmental awareness, and sustainable development at both local and regional levels.
